    Labor, Employment and School Law Experience

    Chicago Board of Education: Chicago, Illinois - 1997-2004
    Associate General Counsel

    Management level position responsible for supervision of attorneys assigned to the labor law unit. Specific work assignments as follows:

    1. Negotiation team member in connection with bargaining with the Chicago Teachers Union and the Service Employees International Union, Local 73.
    2. Represented the Board in labor arbitration under seven collective bargaining agreements, unfair labor practice claims before the Illinois Educational Labor Relations Board, and FLSA litigation in federal court.
    3. Labor/employment disputes in federal, state and appellate court forums.
    4. Formulation and implementation of rules and policies relating to employment issues.
    5. Advising various departments on compliance with employment policies and procedures, collective bargaining agreements and state and federal laws and regulations, including health and safety regulations.

    Cook County Department of Corrections: Chicago, Illinois - 1994 - 1996
    Labor Relations/Legal Advisor to the Executive Director

    Administration of labor relations office at Cook County Jail. Conducted all third-step grievance hearings as the designee of the Executive Director. Provided legal advice to the Office of the Inspector General in connection with investigations into employee misconduct. Agency liaison to the Cook County State’s Attorney’s Office, Civil Division, Labor and Tort Units.

    Litigation on behalf of school districts, colleges and municipalities, primarily involving labor arbitration and unfair labor practices. Also represented these clients in employment discrimination and constitutional cases. Formulated a broad array of policies and advised clients on compliance with federal and state health and safety regulations.
